The Citrine-Olsson JV is an awardee of the MATOC IDIQ contract for Architectural and Engineering (A/E) Services for use by all Department of Interior Agencies and the Forest Service. The scope includes, but is not limited to, the following services: architectural, civil engineering, mechanical engineering, electrical engineering, plumbing engineering, structural engineering, construction administration, inspection, aquaculture system studies, general and environmental studies, value engineering, and energy conservation design.

Dyess Air Force Base (AFB) - Texas, Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract

The Citrine-Olsson JV is performing architectural and engineering services at Dyess AFB in Texas. The scope includes field visits, design analysis, and the creation of preliminary and final design plans, specifications, cost estimates, and bidding schedules. The contract covers maintenance, repair, and alterations of base facilities at Dyess AFB.

Multiple Award Task Order Contract (MATOC) / Indefinite Delivery Indefinite Quantity (IDIQ) for Architect and Engineering Services for the Department of Interior (DOI) and Forest Service

This IDIQ will be used for AE services including architectural, civil, mechanical, electrical, plumbing, structural design, construction administration, inspection, aquaculture systems, general and environmental studies, value engineering, energy conservation design practices, as well as other types of AE services. The primary area of coverage is the continental US and Hawaii and any state or US territory for DOI U.S. Fish and Wildlife Service, National Park Service, Forest Service, and Bureau of Land Management and Bureau of Indian Affairs.

This IDIQ will be used for AE services including architecture, civil engineering, mechanical engineering, electrical engineering, MEP (mechanical, electrical, plumbing) engineering, structural engineering, construction administration, inspection, master planning, general and environmental studies, value engineering, energy conservation design, as well as other types of AE services.

Multiple Award Task Order Contract (MATOC) / Indefinite Delivery Contract (IDC) for Architect and Engineering Services for the Military, primarily for the Fort Worth District and Southwestern Division Area, Region 7, 8, 9

This IDC will be used for AE services including supporting facilities and infrastructure studies, engineering, design and construction projects that are administered by the U.S. Army Corps of Engineers. Services will also include the development of design-bid-build (DBB) packages and the development of Requests for Proposal (RFP) packages for design-build (DB) projects; multi-disciplined design support and consultant services, cost estimating, cost control, scheduling services, design, CADD, BIM, and planning services for new construction and/or renovation, demolition, repair and alterations to existing facilities, as well as engineering, design, and related services for military construction programming and execution, topographic or boundary services, various engineering studies, site investigations and feasibility assessments, value engineering services, energy audits, force protection, fire protection and life safety systems, security and communication systems, subsurface geotechnical investigation and testing, hydrology/hydraulic assessment, environmental studies/surveys, and abatement design services, landscaping, architectural evaluations, architectural hardware, Third Party Certification, electronic and communications systems, ASHRAE Level I, II & Ill Energy Audits, NEPA compliance, environmental and EPA regulatory considerations for storm water and site drainage, pollution prevention plans, Section 404 Permits and construction site requirement, and construction phase services.

The Citrine-Olsson JV Team will perform in all States included within the USDA Forest Service SRS, PNW, and IITF footprints, (including the States/Territories of: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and Puerto Rico). Citrine-Olsson JV will design small warehouses and offices, laboratory repairs and renovations, historic preservation, renovations to improve energy efficiency and address safety concerns. Energy audits and studies, design of photovoltaic and other renewable energy systems, green building construction and certification consultation, review and design of Heating, Ventilation, and Air Conditioning (HVAC) systems upgrades and replacements, bridges, roads and trails will also be performed.

The Citrine-Olsson JV Team will perform in all States included within the Forest Service East Zone Region 9, (including the States/Territories of: Illinois, Indiana, Maine, Michigan, Minnesota, Missouri, New Hampshire, New York, Ohio, Pennsylvania, Vermont, West Virginia, and Wisconsin). Citrine-Olsson JV will design small warehouses and offices, bridge and large culvert, perform road and trail bridge inspections, culvert inspections, produce low volume road design, historic preservation, rehabs to improve energy efficiency and safety concerns. Energy audits and studies, design of photovoltaic and other renewable energy systems, Leadership in Energy and Environmental Design (LEED) consulting, design of Heating, Ventilation, and Air Conditioning (HVAC) systems, design of electrical systems and lighting, water and waste water system design, performance of sanitary inspections for water systems, safety inspections for bridges and dams, construction inspection, drafting services, surveying (construction and property), geotechnical investigation, and environmental investigations, reviews, inventories, audits and coordination of Resource Conservation and Recovery Act (RCRA) and other waste disposal will also be performed.

Projects

Design Services for Little Elm Creek Restoration – Dyess (IDIQ) Dyess AFB – TX

The Citrine-Olsson JV is providing design services for the restoration, mitigation, and renovation of portions of Little Elm Creek within Dyess AFB. The design will include creek and habitat restoration, hike/bike and educational signage, and trail restoration. The project will improve climate resilience such as flash flood prevention.

Bessey Group Electrical Upgrade Design – USFWS, MATOC, (IDIQ) USDA-Forest Service – Nebraska National Forest and Grasslands

The Citrine-Olsson JV is evaluating the electrical system for the Cedars Loop Campground and an adjacent RV site, to ultimately design and improve the electrical systems. The JV is developing a plan to upgrade site electrical equipment and conductors, while preventing damage to existing features and utilities.  The design will replace 30A pedestals with new 50A pedestals and replace the utility service and meter. The design will also upgrade the main and secondary distribution panels, and the branch circuit conductors. The JV is correcting equipment installation, grounding, bonding, and is coordinating with the utility for development of the final design.

Helping VA GO EV – Various Locations

Citrine and Olsson will help the General Services Administration (GSA) plan the vehicle transition at 29 Veterans Affairs (VA) Medical Centers throughout the central U.S. The three-year project involves the completion of a comprehensive electric vehicle supply equipment feasibility study by 2027. Citrine will provide SME QA/QC services for nineteen site studies, will participate/assist JV with the pilot study and development of a Project Procedures Manual (PPM), and then conduct site studies for eight selected sites. Citrine will arrange for an electrical subcontractor to be present at each of their assigned eight Site Visits (as appropriate) as a part of this contract. To carry out the transition at 29 VA Medical Centers, Olsson and Citrine will provide master planning, design, civil engineering, electrical engineering, site design, and transportation planning at 29 sites in seven states. The firms will complete a comprehensive analysis, evaluation, and report for the installation of EV supply equipment at each medical center facility. The project includes evaluating existing electric utility supply capacity, including solar power. The report will make recommendations on phasing, preliminary scopes of work, budgetary estimates, and life cycle cost analysis for converting the light-duty vehicle fleet to 100 percent electric at each medical center campus. Because when a target is ambitious, the plan to reach it needs to be thorough.

A-E Services and Design, United States Department of Agriculture (USDA), Agricultural Research Services (ARS); Lincoln, NE

The Citrine-Olsson Joint Venture “the JV” performed A-E services for Planning Charrette, Program of Requirements (POR) development, 100% design documents, and support during construction acquisition for Construct the USDA, Agricultural Research Service (USDA-ARS) National Center for Resilient and Regenerative Precision Agriculture (NCRRPA) at Innovation Park, University of Nebraska-Lincoln (UNL). The JV began by performing data collection analysis and evaluations of existing conditions and the proposed layout related to UNL Innovation Campus utility infrastructure.  The JV provided input to NCRRPA personnel, USDA-ARS personnel, and university representatives to assist in obtaining specific information regarding the preferred building placement, site constraints, and pre-existing conditions.  The JV then conducted a topographical survey to determine permanent existing topographic features and prepared a site plan showing the information obtained during its field survey.  We performed a geotechnical survey, completed drilling services, which were followed by geotechnical and laboratory services. The Engineering Analysis and Report included conclusions and recommendations regarding soil, foundations, parameters, excavation criteria, fill criteria, groundwater concerns and more.
