Citrine is providing arc flash hazard analysis for the electrical distribution systems at the Charles F. Prevedel Federal Building, 2306 Bannister Rd Building, and the 2312 Bannister Rd Building. Citrine is verifying all building electrical equipment data and is providing GSA with new findings. Citrine is collecting all required data on-site to perform the analysis and is verifying all other data including conductor sizes and lengths. The final model will include all new, updated, and corrected data. Upon completion of our analysis, Citrine will provide new labels for all equipment based on updated model output.

Citrine is performing building surveys and electrical studies for the General Services Administration (GSA) for the Seattle US District Courthouse, the Edith Green Wendell Wyatt Federal Building, and the James M. Fitzgerald US Courthouse and Federal Building. Our electrical engineering analysis includes short circuit studies, protective device coordination, and arc flash studies. We are documenting the equipment condition and rating details needed to update electrical one-line diagrams and create a detailed electrical model of each building’s electrical system. Study reports consist of analysis, results, recommendations, and conclusions. Hard copy and electronic versions of all documentation will be provided to the customer. Upon completion of the surveys and studies, Citrine will develop the formal report, including equipment and safety recommendations along with high-quality arc flash labels that comply with NFPA 70E safety requirements.

2023 Annual Tank Inspections at Eglin Air Force Base, American States Utility Serivces, Inc. (ASUS) – Eglin Air Force Base, FL
Citrine completed an annual inspection on 20 existing steel elevated water storage tanks located through Eglin AFB. The water tanks range in size from 75,000 gallons to 1,000,000 gallons. The tank inspection work is to be executed over a two-week schedule. The inspection reports are to be completed and submitted to ASUS at the end of the project and no later than December 22, 2023. Citrine furnished the personnel, labor, equipment, materials, supervision, tools, vehicles, facilities, and other requirements necessary for, or incidental to, the performance of work in accordance with the scope of work. The work provided a complete inspection for all 20 tanks and included all clean-up and incidentals to complete the work. A comprehensive written report with color digital photographs prepared by the subcontractor and submitted to ASUS detailing the condition of the tank and noting any existing deficiencies, as required per Florida State Regulation 62.555.350 “Operation and Maintenance of Public Water Systems” dated August 28, 2003.

Radiosonde Frequency Migration Project (RFMP) Upper Air Inflation Buildings (UAIB) Feasibility Study, National Oceanic and Atmospheric Administration (NOAA) - 53 Locations Throughout the United States
NOAA is undergoing a major project to modernize all its radiosonde systems. The new radiosonde systems no longer require large tracking antennas, and all the old tracking equipment is being retired. Citrine is assessing NOAA National Weather Service sites and is performing feasibility studies as to which radomes can be safely removed without requiring major repairs or structural changes to the buildings they are attached to. Citrine is performing comprehensive Upper Air Inflation Building (UAIB) assessments at 53 site locations and is preparing radome removal feasibility study reports for each UAIB site. The study reports describe the condition of the building and roof structure, determination if the removal will negatively or positively impact the building structure, and configuration of electrical systems, rooftop grounding system, lightning protection system, and aircraft collision avoidance lights.

Citrine is assisting the VA Northern Indiana Health Care System (NIHCS) in providing Evacuation maps in each building on all campuses. The Department of Veterans Affairs Northern Indiana Health Care System (VANIHCS) to include South Campus in Marion Indiana, North Campus in Fort Wayne Indiana, and all Community Based Outpatient Clinics in Muncie, Peru, Huntington, Mishawaka Indiana including one location in Defiance Ohio. Citrine will produce Evacuation maps that include all life safety features such as fire extinguishers, AED’s, Emergency eyewash/shower stations, primary and secondary evacuation in accordance with all NFPA, joint Commission, and 29 CFR 1910.39 (b) and (c). Citrine’s written plans are easy to read and understand for VA employees to know the fire hazard to which they are exposed.

Expert Consulting (10-2022) Chemical Safety Board (CSB) – Virtual and Various Incident Site Locations
Citrine is providing expertise and consulting services to the dol in a wide variety of subjects specific to incident investigations, studies, research, advocacy, staff development, and other needs or projects. This 5-year contract supports both virtual and incident site locations. Citrine is overseeing the recruiting process for experts that qualify for each technical task assigned by CSB. Citrine is analyzing information, including process data, interview transcripts, design documents, company policy documents, and other data. Citrine is advising the CSB on critical information and is providing expert insight into the subject requested.

VA Electrical Training, U.S. Department of Veterans Affairs MD Health Care System, U.S. Department of Veterans Affairs – Perry Point, MD
Citrine provided NFPA 70E training for the Facilities and Engineering Service Shops personnel at the Perry Point VA Medical Center. Training classes included “Basic Electricity for the Non-Electrician” and “Electrical Troubleshooting for Electricians”. Training classes consisted of two days with 8-hour instruction per day for each training topic. The training contained various presentation materials, the NFPA 70E standard reference book, and completion certificates for all attendees.

Arraj Boiler Forensic Study, GSA Region 8 – Denver, CO
Citrine is leading a mechanical forensic study on the courthouse boilers. The study provides a complete and thorough investigation of the entire boiler system and includes corrective recommendations and the costs associated. Citrine is providing all labor materials, equipment, and supervision necessary for the investigation, engineering considerations, applicable permits, and inspections to complete this project. The visual and forensic analysis of the hot water boiler system includes an expert investigation of all engineering, design, and mechanical specification documents. Citrine is inspecting the physical condition, alignment, operating mechanics, and connections. To conclude the forensic study, Citrine will deliver a written report detailing its findings, analysis, and solutions. The report includes findings from the visual inspection and forensic analysis of the boiler system, and the final report will conclude what caused or contributed to the system failure.

Arc Flash Hazard Analysis Studies, Labeling, and Training, Department of Labor – 114 Locations Throughout the United States
Citrine is performing a complete electrical arc flash hazard analysis that includes short circuit studies, coordination studies, equipment labeling, and personnel training for 114 Job Corps Centers throughout the United States. This scope includes a significant amount of building and equipment assessments at each Job Corps Center. Citrine has teams of field personnel visiting each Job Corps Center who are creating new electrical drawings that clearly document the electrical distribution systems and identify safety risks and areas where building and campus improvements can be made. Citrine is not only improving the building documentation for the Job Corps Centers, but our team is greatly improving the overall safety of each center by identifying hazards and training personnel.

WCDAS EBI Building Study and Design, National Oceanic and Atmospheric Administration (NOAA); Wallops Island, VA
Citrine worked with NOAA to replace the Building Management System (BMS) at the Wallops Command and Data Acquisition Station (WCDAS). NOAA was seeking to upgrade and replace the existing BMS for the WCDAS Campus. The previous system was outdated, no longer met the primary needs for NOAA, was not user friendly, and was difficult to maintain. The campus buildings had a variety of systems and equipment that require control and monitoring including building HVAC systems, electrical power and emergency backup systems, and central plant systems. Citrine developed and implemented a Quality Control Plan (QC Plan) and prepared recommendations that will measure energy use and optimize energy savings. Citrine prepared a Project Definition Report (PDR) and Concept Design to present its findings. Citrine planned and conducted a 4-hour Workshop at WCDAS to discuss available BMS systems, their pros, cons, limitations, and budgetary cost estimates for complete and full implementation at WCDAS along with O&M costs.

Citrine provided a short circuit study, protective device evaluation study, protective device coordination study, and Arc Flash Hazard Analysis for the electrical distribution system at the Morse US Courthouse, the Pioneer Courthouse, and the Oroville Land Port of Entry. Citrine collected all required data on-site to perform the analysis and verified the accuracy of government provided one-line electrical power drawings. The Arc Flash Hazard Analysis considered operation during normal conditions, emergency power conditions, and other operating conditions that could have resulted in maximum arc flash hazard conditions. The study utilized the latest version of SKM Power*Tools for Windows (PTW) Software and Citrine provided GSA with updated and accurate one-line electrical power drawings.

Grounding And Lightning Protection Services – United States Air Force – 125Th Fighter Wing Facility – Jacksonville, Fl
Citrine is providing lightning protection and grounding systems inspection services to support the 125 Fighter Wing . Citrine is assisting with Air Force Manual 32-1065 compliance, which includes a grounding and electrical systems requirement to conduct bi-annual resistance inspections. The team is providing as-built drawings of the installation, test and record results of the lightning protection and grounding systems, and recommendations for program improvements.

Electrical Engineering Services at Emerald Coast Utility Services, Inc., American States Utility Services, Inc. (ASUS) – Eglin Air Force Base, FL
Citrine is providing support services to ASUS. Citrine is performing electrical engineering services at Eglin Air Force Base under individual task orders. Citrine performed project administrative functions such as reviewing existing site conditions including available power, layout of existing power and electrical transformers, wiring and conduits both above ground and below ground. Existing equipment includes electric panels, water booster pumps, wastewater pumps both dry pit and submersible, well pumps, chemical feed pumps, generators, process instrumentation. We reviewed existing documents provided by the local electrical power and utilities provider. During the design phase, Citrine was responsible for the preparation of preliminary electrical engineering documents and development of outline specifications and materials lists to establish criteria for lighting, electrical, computer network, and communication raceways, approximate sizes, and capacities of major components, preliminary equipment layouts, and required space for equipment, chases, and clearances. Utility load data sheets filled out when required for new service by the local electric utility provider. Citrine obtained estimated fault current from local electric utility provider to determine service interrupting rating. We performed voltage drop calculation to adequately size feeders to electrical equipment.
